Specifically, the bill would amend provisions that currently direct not less than 27.9% of 25% of the sales tax collected at 4% on sales of motor vehicles, motor fuels, and motor vehicle parts and accessories to the Comprehensive Transportation Fund (CTF). This earmark is sometimes referred to as the "auto-related sales tax."

Without this tweak, fees would have to be increased in order to maintain the SOS budget. A political party, incorporated organization, or organized committee of interested citizens would only have to complete the comprehensive training once.
