Rep. Bruck secures House passage of S.H.I.E.L.D. Michigan drone safety package

State Rep. William Bruck today announced House passage of his bipartisan S.H.I.E.L.D. Michigan plan, a major effort to modernize Michigan law by strengthening protections against growing drone-related security threats while supporting innovation in the rapidly evolving drone industry.

Bruck spearheaded the effort more than a year and a half ago, working alongside fellow lawmakers, public safety officials, industry experts, and other stakeholders to develop the comprehensive 15-bill package.

“This has been a long process, but it was important to get this right,” said Bruck (R-Erie Township). “We brought people from all sides to the table, listened to experts, and built a serious plan that protects public safety, secures critical infrastructure, and prepares Michigan for the future of drone technology.”

Bruck said the legislation is designed to balance innovation with accountability.

“Drones have incredible potential for innovation,” Bruck said. “We want to position Michigan to be a leader in this emerging technology while ensuring there are safeguards in place for responsible use and to protect against nefarious actors.”

The legislation strengthens protections for critical infrastructure and sensitive sites, expands tools for law enforcement and public safety officials, increases safeguards against foreign threats and unauthorized surveillance, and establishes clearer standards for drone use in Michigan. The package also includes stronger geofencing technology, restrictions around facilities such as power plants and correctional institutions, and a statewide drone registry.

“This package is about being proactive instead of reactive,” Bruck said. “We cannot wait for a serious security failure or public safety incident before addressing this issue. Michigan has an opportunity to lead the country with a thoughtful, enforceable framework that protects people while supporting responsible growth in this emerging industry.”

Bruck thanked the bipartisan coalition of lawmakers, public safety officials, industry experts, and other stakeholders who helped develop the plan and move the legislation through the House.

The package now advances to the Senate for further consideration.
